Sims don't autonomously wash dishes off-grid without fresh water

Steps: How can we find the bug ourselves? Move into an off-the grid lot, and do not collect water (or if you already have water, turn off utility use for all sinks). Eat or drink something and wait for the Sim to autonomously decide to wash dishes.
What happens when the bug occurs? Sim picks up the dish, then sets it back down on the table.
What do you expect to see? If the Sim picks up the dish, they should wash it in the sink.
Have you installed any customization with the game, e.g. Custom Content or Mods? Not now. I've removed them.
Did this issue appear after a specific patch or change you made to your system? Neutral/Not Sure

This is easier to reproduce with Neat sims since they nearly always try to clean their dishes up after eating, but when I first noticed the issue it was with a Sim that did not have the Neat trait.

I haven't played Off-the-Grid in a few months, so I'm unsure of when this started happening, but I'm 90% sure my sims would wash the dishes if they picked them up in the first place the last time I played an OTG lot, and I always turned utility use off for all the water objects except the shower.

• Manually telling the Sim to clean up works.
• Tested a new save with a bare-bones OTG lot, no other lot traits, standard Residential type. Used one of the Maxis pre-generated Sims except changed one of the traits to Neat so she'd always try washing the dishes.
• Repaired my game
• This occurs either if the lot has no water reserves, or if all of the sinks have utility use turned off.
