Sims boyfriend/girlfriends not saving

How often does the bug occur? Every time (100%)
What is your current game version number? 1.90.375.1220
What expansions, game packs, and stuff packs do you have installed? All but my first pet stuff and toddler stuff.
Steps: How can we find the bug ourselves? Try and start a relationship, mostly between teens.
What happens when the bug occurs? Teen sims don’t save their relationships. I will ask a sim to be their boyfriend/girlfriend and the next time I see them, I can still ask if they are single and in the sim profile of the boyfriend/girlfriend, it doesn’t say so.
What do you expect to see? For relationships to stay between the sims involved
Have you installed any customization with the game, e.g. Custom Content or Mods? Not now. I've removed them.
Did this issue appear after a specific patch or change you made to your system? Yes
Please describe the patch or change you made. It started after High School Years was added
