Sims Mobile No Dashboard, Not Playable after Game Loads

How often does the bug occur? Every time (100%)
Steps: How can we find the bug ourselves? I don't know if you can recreate the bug.
What do you expect to see? No dashboard when game loads. Pretty much everything is missing and you cannot click on the bottom right because it is greyed out. I have been maxed out at level 60 for almost a year with several houses and Sims.

I have installed, reinstalled, and updated Sims Mobile app. I did not delete the "Documents & Data." I backed up the game to Game Center and facebook. But I still get what looks like the screenshot, attached.
