Sims 4 Seasons - Poor weather

How often does the bug occur? Every time (100%)
What is your current game version number? 1.65.70.1020
What expansions, game packs, and stuff packs do you have installed? Seasons, get to work, tiny living, laundry day, dine out, discover university, realm of magic, vintage glamour
Steps: How can we find the bug ourselves? selecting the option marked 'none' for both weather preferences in the options menu.
What happens when the bug occurs? The bad weather continues regardless of my preferred selections, including rain, thunderstorms, snow, and blizzards.
What do you expect to see? I expect the option to remove these from my game to work
Have you installed any customization with the game, e.g. Custom Content or Mods? Not now. I've removed them.
Did this issue appear after a specific patch or change you made to your system? No

I have had this option selected for weeks of playing and it has never worked. I have closed the game and come back in several times during this period as well as powering down my PC and turning it back on.

Pardon the necro, but this still occurs in 2023 with snow.  It has ALWAYS occurred since I owned the expansion.  Mods, no mods; doesn't matter.  Cache deleted.  New saves, new neighborhoods; doesn't matter.  Happens 100 percent of the time.  I don't have active snow storms, but when I return to a lot everything will be snow covered.  And now, I just have snow...appear...on the ground.  No patch has fixed it, it's never improved or changed.
