Sim can not chat on phone with other sims

How often does the bug occur? Every time (100%)
What is your current game version number? Up to date
What expansions, game packs, and stuff packs do you have installed? All except MWS and Batuu
Steps: How can we find the bug ourselves? Attempt to chat or video chat with another sim. Also, attempt to invite more than one sim to hang out on current lot.
What happens when the bug occurs? Nothing. The interaction never registers. However, I can have a chatty family call with a sim with whom she has a close family dynamic.
What do you expect to see? I expect the chat interaction to perform as expected.
Have you installed any customization with the game, e.g. Custom Content or Mods? On console - never used.
Did this issue appear after a specific patch or change you made to your system? Neutral/Not Sure

This seems to have began either after the last patch or after installing Growing Together. Hard for me to pinpoint. It may have also started after she naturally acquired the close family dynamic with her grandmother, as that is the only person she can actually chat with under the new "chatty family" call interaction.

@f521fed862ee7653 Could you explain a bit what you mean by it never registers ? Does it just fall out of queue before the Sims do it ?

@crinrict It never appears in the queue. I select chat from the social menu on the phone, and nothing happens at all.

@f521fed862ee7653 Did you test multiple Sims/Households/save games to see if it's a general issue or limited to that Sim ?

@crinrict I haven't. I'll let you know next time I have a chance to play (probably tomorrow).

@crinrict Tried another household on the same save, no bug. Tried an old save, same. Now, back on current household, bug fixed. Still think it has something to do with those two family members becoming "close." Thank you for helping debug this.

@crinrict First, yes, she and the grandmother are still close. However, upon further testing, I have found the bug persists with one particular sim. She can not chat with or invite over her other grandmother - the wife of the sim with whom she is close - neither through the phone nor the relationship panel. If I try through the phone, the action never queues. If I try through the relationship panel, I only get the option to Open Sim Profile or Invite Club to Hangout.
