Sector 2 Boss Undermanned bug

I also had this issue using an undermanned rebel team on Hard mode. I had the data disk that applies thermal detonators and the second last opponent died from the thermal detonators going off. After that there was one opponent left but I couldn’t do any damage to them. They gained turn meter but never took a turn, and I still couldn’t do any damage.
