I have the same issue. Did the full event on both of my accounts (which are both lvl 85) and only have 0/30 for both characters (Holdo and Rose).

I suppose this may be CG's strategy to compensate newer players a little for the marquee events they missed in the past, as they will never come back and those newer players will always be short of the shards (for other characters) that older players got for free back then (e.g. Phoenix, First Order, Sith, Nightsisters etc).

I even find that kind of fair, but it should be openly communicated then.

This is likely a bug and every level player who completed the two marquees should get rose and holdo at 15/30. Do not use crystal payouts unless you’re willing to give everyone the value of 2 or 3 rng crystal packs for this error, the relative worth of the difference in shards in the games new toon release price structure.

I think it is only level 70-79 are getting them. One of my accounts at level 63 didn't. My guess is this will get buried like the Japan popup free shards.
