Repetitive sims on community lots

I just recently started playing the game again, and I've noticed something strange. Whenever I visit community lots like the bars or the park, the other sims hanging out there are the exact same ones I seen when I visited before. I remember when I was playing back in December there would be more of a variety of sims visiting the community lots and I would even see some of my player created sims visiting too. That never happens anymore, it's like the game has picked a select 15 sims who will show up on community lots and none of the other characters in my game appear.

Are new ones still created for you ?

Yes, on rare occasions I do see a new NPC sim show up from time to time.

Could you check your manage household how many homeless Sims you have ?

EDIT: Also are you using and mods in your game ?
