Steps: How can we find the bug ourselves? Go into Henford-on-Bagley in cold weather.
What happens when the bug occurs? Several sims show up wearing hats that aren't tagged for random, mostly the beanie.
What do you expect to see? No NPC's wearing the hats.

Hello. Random Sims are wearing hats in Henford-on-Bagley that are not tagged Allowed for Random. In order to fix this, I had to make an override of each hat, but didn't need to actually change the tag. This seems to work, but also seems like it's a bug.
