Qi Gon Jin speed buff (leader)

Qi Gon Jins speed buff (as leader) clearly states that its Jedi Allies only buff, yet i find him time and time again as leader in teams with only 1 or no jedi in team and still every character om that teams moves faster then my fully upgraded gear wise and level wise Cout Dooku, Poe, Darth Sidious etc. and we are talking characters like Genosian solider, Ig-86 sentinel droid etc.

either the buff is mislabeled or not working as intended. This makes Qi Gon Jin the most powerful leader there is out there.
