QB does not throw the ball away, just sits in pocket waiting to be sacked.

Summarize your bug I use the coach mode and Chargers and Phillip Rivers. If I have good pass protection and there are no WR's open, he will just sit there for 10 secs doing nothing waiting to be sacked.
How often does the bug occur? Occasionally (10% - 49%)
Steps: How can we find the bug ourselves? Use coach mode and pick pass plays for the QB to run.
What happens when the bug occurs? Same as above
What do you expect to see? The quarterback scramble outside the pocket and throw the ball away or scramble and slide depending on the QB

I've seen this issue in all the Super Sim modes (slow) in Franchise Mode as well. In Madden 17 the QBs threw the ball away regularly (perhaps too much), On Madden 18 they rarely throw the ball away, even with a high awareness value and the Throw Away trait showing "yes."

The issue remains, statue QB unless their 'sense pressure' is set to paranoid they still stand there til sacked.

Summarize your bug I play as coach/owner in all modes. I went to play my franchise(Saints) this morning. The issue is everytime my quarterback drops back to pass he holds ball and is stationary until a sack occurs. I thought it might be the older controller i was using. I went and connected a new controller thinking this would solve the issue. It didn't. The game is useless to me if i cant play coach mode due to QB not throwing the ball. I logged the glitch with EA but the rep was unable to solve the issue

What happens when the bug occurs? Everytime my QB steps back to pass.
