Summarize your bug Stagger duration is significantly longer if player does not attempt to move the character before performing some other action.
How often does the bug occur? Every time (100%)
Steps: How can we find the bug ourselves? Have the character be staggered by either being hit with sufficient force or being knocked out of the air by a hit or overheating. If you attempt to do any action such as reload, fire, or use abilities without using movement controls it will take much longer to respond than if you tried to use movement controls before or at the same time.
What happens when the bug occurs? The character is staggered and if an attempt at an action is made before tryign to move the player will not get a response until several seconds later, the character is ultimately frozen unless movement is attempted first. The stagger duration without movement attempted is far too long for any game trying to achieve a fast paced combat system.
What should be happening instead? All actions should be readily available regardless of character movement after the brief stagger duration.

To be clear: I am NOT talking about holds such as webbing or being frozen that require the player to jump repeatedly to break out of. I am talking about a STAGGERED state such has being shot out of the air, crashing, overheating, or being hit with a strong attack such as one from a Scar Enforcer or several attacks SH bosses like 'The Monitor' or 'The Unfathomable' might deliver.


If staggered and any action is that is not movement, from weapon switching to Ultimate activation, is attempted the game will act as if no input is being made at all despite the character being in a default ready or idle state. This forces the player to engage in an extra amount of movement they may not desire resulting in unwanted results in combat and a feeling of lacking control of their character even outside of a 'stagger' state.


ALL combat actions should allow a player to exit this staggered state in a timely manner as fast as movement does, not only movement.
