Problems with speed control.

I've been having problems with the speed control either not working or getting stuck. I've noticed while harvesting the speed stays at normal no matter what I set it to, and sometimes while I have the speed setting on either of the higher speeds it gets stuck. Even if I pause the game time still goes forward and my sims and all the sims around me get frozen.

I do not have mods or cc.
