What happens when the bug occurs? You continue to reload as you get downed and can begin to use your weapon to shoot back at the enemy
What should be happening instead? You should only be able to use a knockdown shield
Steps: How can we find the bug ourselves? Begin reloading as you get shot at and downed, and if you have a slight ping issue it will cause you to continue to reload even as you get downed and then you pull your weapon back out and can start doing damage to the enemy.

Totally sucks when I win the game but get shot by someone who was downed ruins the game

I also experienced this, both with an enemy player and myself. I wasn't able to identify what sequence or action actually caused it. The enemy player was a Wraith like I was when it happened to me, although the chosen legend doesn't seem to be a causal component because I have seen a Gibraltar do it in season 4.
