Summarize your bug Perseverance data disk is only triggering once per specific unit turn not once per all units turn. I was using separatist droids and b1 is attacking out of turn as normal but with perseverance (at least how it is written) should be attacking twice.
Steps: How can we find the bug ourselves? Use separatist droids in conquest with perseverance data disk.

Perseverance data disk is only triggering once per specific unit turn not once per all units turn. I was using separatist droids and b1 is attacking out of turn as normal but with perseverance (at least how it is written) should be attacking twice.
Perseverance text: "Whenever an ally attacks out of turn, they attack again (limit once per turn). All damage allied units deal is decreased by 30%."
As proof that this is not working as written the perseverance text is written just like Mission Voa's unique.
MV unique text: "Mission Voa has +50% offense. If Zaalbar is present he also gains this bonus. Once per turn, Mission assists when Zaalbar uses an ability. When Zaalbar take damage from an attack, Mission gains 10% offense (stacking) for 2 turns. When Mission deals damage to an enemy, Zaalbar recovers 10% health."
Mission does not need to take a turn before assisting if she has assisted in a previous turn.
Here is the order of events I am seeing: Ally attacks -> b1 assist -> b1 assist -> Ally attacks -> b1 assist -> Ally attacks -> b1 assist -> b1 takes turn -> Ally attacks -> b1 assist -> b1 assist -> Ally attacks -> b1 assist. So b1 won't assist twice until he takes a turn.
