[PSP] NPCs remain ghosts after Ghastly Ritual

Product: The Sims 4
Platform:PC
Which language are you playing the game in? English
How often does the bug occur? Every time (100%)
What is your current game version number? 1.74.59.1030
What expansions, game packs, and stuff packs do you have installed? Paranormal, Realm of Magic, Parenthood, Dine Out, Spa Day, Outdoor Retreat, Nifty Knitting, Tiny Living, Laundry Day, Toddler, Vintage Glamour, Backyard, Kids Room, Spooky, and all EP except Cats and Dogs
Steps: How can we find the bug ourselves? Have a group Séance and perform a Ghastly Ritual with non-active household characters.
What happens when the bug occurs? Played Household characters return to human form, NPCs stay as ghosts.
What do you expect to see? NPCs return to human form in a similar timeframe as household members and not remaining permanent ghosts.
Have you installed any customization with the game, e.g. Custom Content or Mods? Not now. I've removed them.
Did this issue appear after a specific patch or change you made to your system? Yes
Please describe the patch or change you made. Came with Paranormal (I also bought Eco Lifestyle and Dine Out at the same time).

This occured with and without Mods, and in Haunted House Residential and tiny Home residential.

Reloading the game doesnt fix it.  After some troubleshooting, it appears that the NPC needs to change lots.  If I go play that household, the ghost remains as a ghost until they travel to a new lot.

 

It does give a Last Exception error, something about removing traits or buffs (which the ghastly is both.)

Loaded the game without mods, chose a household with a turned ghost, had that ghost move to another lot, and here are the exceptions.

Also, it does appear that the sim has to actively travel, such as by the active household asking them to come over or asking for them to travel together.  Being invited to a planned social event does not change the ghost form back. (NPC turned into ghost, NPC goes to their home, and then arrives at a scheduled event (as a guest), and she is still a ghost
