How often does the bug occur? Every time (100%)
What is your current game version number? 1.71.86.1020
What expansions, game packs, and stuff packs do you have installed? All of them, plus the three Kits
Steps: How can we find the bug ourselves? Look at Sacred Candles in Build Buy
What happens when the bug occurs? Presumably it will impact the eco footprint of a lot and cause higher power bills
What do you expect to see? Candles being functional even off-the-grid, and not using power consumption
Have you installed any customization with the game, e.g. Custom Content or Mods? Not now. I've removed them.
Did this issue appear after a specific patch or change you made to your system? No

I noticed this when I saw the candles in Build Buy, which I assume I can only see due to having BB cheats enabled since they are normally a Reward Points item. But clearly candles should not require power.

I can confirm that I am still experiencing this problem in my game.
