[PS4] Sims can't get Married to employee fiancee [ Edited ]

Platform:Sony Playstation 4
Which language are you playing the game in? English
How often does the bug occur? Every time (100%)
What is your current game version number? 1.22
What expansions, game packs, and stuff packs do you have installed? All the packs are installed. Even TinyLiving the last one out on PS4
Steps: How can we find the bug ourselves? Propose to a sims you are Romantically involve with and than Try To marry them ( One of them will show as Cannot Marry because employed ) And the other one will not queue up the Action if it's available for them.
What happens when the bug occurs? Cannot Marry sims, Tries event, Tried Moving tjek in, Removing their jobs, Removing Boyfriend/Girlfriend. Resetting the Relationship. Nothing works they wont get married.
What do you expect to see? I expect Unmarried sims with a Very hight Romantic relationship to be able to get married to each other.
Have you installed any customization with the game, e.g. Custom Content or Mods? On console - never used.
Did this issue appear after a specific patch or change you made to your system? Yes
Please describe the patch or change you made. No, I haven't been able to marry a sim since last August.

This is happening on every sims that are engaged.

The Only work around now for months as been to cheat the need.

Which in save for achievement cannot be done without activating cheat code and loosing achievent progress on PS4.

I've already trouble shooted this issue about 5 times with EA step by step help.

It's not resolved on any save/Unwilling to terminated saved game to many hours invested in this story. 

Marriage is a crutial element to continuing my story...

You said you removed GF/BF, does that mean you asked all other relationships to be friends only ?
