Steps: How can we find the bug ourselves? Live in an apartment in the spice district, look out the windows and move the camera, supersampling and boost mode is also enabled.
What happens when the bug occurs? When moving the camera in San Myshuni in my apartment the windows of all surrounding buildings will flicker light then dark.
What do you expect to see? No flickering
Have you installed any customization with the game, e.g. Custom Content or Mods? On console - never used.
