@spudgaming37 I had this issue also when I was working on the Alphabet legacy trophy. At some point, my worlds were completely empty and the only households left were the ones in hidden households, such as all the father winters, the jungle adventure guardians, and any other npcs that you can't see in manage households. It seems like maybe the hidden households take up all the space in the save and the game doesn't generate any more not in world sims.
I would definitely recommend downloading as many townie sims as you are comfortable with from the online gallery. This may be a bug with the game's handling of all the npc's dying and the game not generating more.
