How often does the bug occur? Every time (100%)
What is your current game version number? 1.71.86.1020
What expansions, game packs, and stuff packs do you have installed? All content released to date.
Steps: How can we find the bug ourselves? Have parent teach blocks to a toddler. It doesn't matter whether the child asks for help or the parent initiates the block teaching.
What happens when the bug occurs? No parenting skill gained for parent.
What do you expect to see? Child gain skill AND parent gain parenting skill.
Have you installed any customization with the game, e.g. Custom Content or Mods? Never used.
Did this issue appear after a specific patch or change you made to your system? Neutral/Not Sure

The old bug where a parent dropped teaching blocks from their queue is fixed in my game but now the parent doesn't gain parenting skill while teaching blocks.
