Opposing fleet dodges too often!

Summarize your bug The opposing ships can dodge attacks without foresight or other evasion boosts.
Steps: How can we find the bug ourselves? Play a round of pvp in fleet.

The opposing ship has a 2% dodge rate and no boosts, abilities, or bonuses to allow them to dodge every other attack thrown at them. I am aware of certain abilities like foresight that would allow a dodge if they had it applied.
I do not have the ability to take a video of the bug. But I'm hoping the screenshot of the opponents dodge chance would speak for itself. The amount of times the AI is allowed to successfully dodge is literally improbable to outright impossible if it were my own ships.
Someone had better look into this because I feel cheated every single time I don't get to land half my attacks because the opponents fleet can't be hit. This is clearly a bug in the AIs capabilities for artificial difficulty.
