I can see the same in my game. This is my second account. Everyone is sitting at the front row while there are empty chairs on the second row.
Added this report to the list of known bugs.

I have the same issue. At times it can be up to 3 Sims sitting in the same seat. Here’s an example from my game.
Version: 42.0.0.150003 (Android on ARM)
This can happen with any chair, for example during parties. Likely due to sims simultaneously routing to the same chair.
