This issue may be resolved by apple after updating to the version iOS 14.5.1.
As per the official Apple Knowledge base web found here https://support.apple.com/en-us/HT211808#1451
"This update fixes an issue with App Tracking Transparency where some users who previously disabled Allow Apps to Request to Track in Settings may not receive prompts from apps after re-enabling it. This update also provides important security updates and is recommended for all users."

yes it absolutely did. however it’s not allowing me to log in with the Facebook app.I had to go around the app by logging into the full website.

Are you using an iOS device or android? If you are using an iOS device go to your settings scroll down until you see Facebook and make sure your allow tracking is turned on.
