This has been addressed numerous times since the Old Ben rework was revealed.

Thrawn removes all buffs, Old Ben immediately gets taunt back from his zeta, THEN Thrawn applies Fracture.

They should NOT have buffs while fractured. It should be fixed.

Fracture is not worded for those things to happen in any specific order. It is worded as they all happen at once. This is a bug no matter how you look at it. Either the taunt should not be there while fractured or the wording of Old Ben's taunt should say that it can't be prevented.
