Off The Grid dates

Which language are you playing the game in? English
How often does the bug occur? Every time (100%)
What is your current game version number? the latest
What expansions, game packs, and stuff packs do you have installed? All
Steps: How can we find the bug ourselves? Try to have a teen call someone to go on a date
What happens when the bug occurs? It cancels saying the lot is off the grid , when it isnt
What do you expect to see? The teen be able to go on a date
Have you installed any customization with the game, e.g. Custom Content or Mods? Never used.
Did this issue appear after a specific patch or change you made to your system? Neutral/Not Sure

This has started cropping back up again where i cannot get any teen to call someone to go on a date 

I have to send them to a community lot then call the other person over

And also 99% of the time if the other person is in a group at all then the whole group appears and the other som then isnt on a date but in that group
