I have the exact same issue. Very annoying. Build a swimmingpool, wasn`t really how I wanted it, deleted, tried again en next thing: I cant place floor tiles! I really hope this problem will be solved by the next update.

Yes, pools, fountains, basements - anything that goes below ground.

I am having the exact same issue! With the pool and the basement, some of the lots land does not let me place floor tiles after I have removed , or moved, the pool or basement.

Just want to mention that this issue remains the same after the May 4 update in my game.
