[OPEN] Stuck in Shadow: Promoted to Dev Captain doesn't complete if higher [ Edited ]

So I'm doing this "Stuck in the Shadow scenario. I somehow manage to get to the top of the Tech Guru career, and now I can not complete: Get Promoted to Development Captain because I'm so far beyond that I can't even get to Development Captain. Even getting demoted at this point will only put me down to The Next Big Thing? (I used cheats to see if I could get demoted enough, but didn't use mods or cheats before this). It's pretty annoying considering it took forever for the mysterious phone call to trigger so I could continue the story. If it had happened in a reasonable amount of time I may have actually been in a low enough career level so that I could get Development Captain when it came up.

How often does the bug occur? It only occurred the one time, I could probably avoid the bug by not getting up job levels so fast, but how would anyone know their first time through?

What expansions, game packs, and stuff packs do you have installed? Luxury Party Stuff, Jungle Adventure, Holiday Celebration Pack, Get to Work, Fashion Street Kit, Cats & Dogs, Life of the Party, Up All Night
Steps: How can we find the bug ourselves? Just get to job level 7 or higher in the Tech Guru job path, before getting Get Promoted to Development Captain as an option.
What happens when the bug occurs? You can't complete "Stuck in the Shadow" scenario. 
What do you expect to see? It already checked off since I've already gotten and surpassed the expectation
Have you installed any customization with the game, e.g. Custom Content or Mods? Nope
Did this issue appear after a specific patch or change you made to your system? No, it's all related to the Stuck in the Shadow Scenario. The game itself is working as it should.

I have exactly the same issue!
Also PC on the same game version as you, but playing in German.

I have installed:
Cottage Livery
Cats & Dogs
Seasons
Parenthood
also the Book Nook Kit

So the only thing we have in common, extension wise, is Cats & Dogs and I do not use any mods either.

I went down Esports path, reaching Pro Gamer until I received the mysterious message, and now am unable to pass said scenario point. I tried to quit the job and get back in, but the only similar things I can get are freelance programmer or esporting. Demoting-cheat does not help either, can't seem to get it to lower than esports competitor.
I actually had a daughter near school age by the time I finally received the call, that's how long it took.

I started playing the game only recently, nothing changed since then.

I’m on PS4 and have had the same issue, no expansions or Game Packs.

Never received mysterious phone call but then got the message from Lewis very late in the game. I’d already passed Development Captain and now can’t go back.

What did you do to get it updated? I am still unable to finish the scenario after reaching the top of the career field.

Did we ever find a solution to this? I'm stuck with the same thing and didn't even realize I was stuck until I hit "startup genius."
