[OPEN] Sims don't have option to blow out candles [ Edited ]

Steps: How can we find the bug ourselves? When you have a sim create a birthday cake and put it on the table in the correct position. You initially get the option to add birthday candles. I then tried to get the sims whos birthday it was to blow out candles and it isnt an option
What happens when the bug occurs? The option to blow out candles or make a wish isnt there
What do you expect to see? Option to blow out candles or make a wish
Have you installed any customization with the game, e.g. Custom Content or Mods? Never used.
Did this issue appear after a specific patch or change you made to your system? Yes
Please describe the patch or change you made. Most recent patch with change to spa day

I have had that happen a number of times lately.  A sim can put the candles on but can't blow them out.  But I have found that moving the cake with the candles on it to another place will fix it pretty quickly. 

I think some type of change was made at some point as I have noticed that food platters and the like don't place like they used to when a sim puts them down.  Now it seems that they can be placed in positions that are slightly off from where they usually go.  I noticed it most on dining tables and counters with meal platters.  It looks to me that surface slots have been changed somehow or maybe new ones added but that is a guess.

@andee_andee Do you not have any options to celebrate or just the blow out candles one ?

@CGrant56 I tried moving it to other locations and it stills wasnt working.  I have the option to celebrate but not to blow out candles or make a wish.

@andee_andee Maybe they can't age at all ? Did you create them yourself or where they ingame born ?

this happens to me sometimes to shift click the cake and hit debug sometimes the candles go out

Nancy Landgraab had no option to blow out candles but Geoffrey did. Malcolm had long since gone to university and got married, so there hadn't been of issue with him. So far I haven't seen this with other sims.
