Has been reproduced on multiple lots and does not seem to be lot dependent. Steps to reproduce:
Note that if you move the stairs in flush with the wall, the glitch may or may not occur.

When using stairs, specifically walking downstairs, I will witness sims walking into the ground for about ankle-deep and back up. It is almost like there is one more step down and back up situation.

And I thought I was the only one! I observed this when Sims arrive at the Karaoke Bar in San Myshuno's Fashion District (there is only one stair down to enter the bar, but Sims step down a second invisible stair into the ground).

Just tested this in my game, and yes, there appears to be a problem with this lot. I will be adding it to our list of lots with elevation problems here and will merge this thread in.

Sims are sinking on the floor when they go down stairs like this:
It looks like the animation is late.

This happens indeed at the Honey-Pop Karaoke Bar with its strange "podium stair" behind the entrance (as shown in your video - I don't know how they built this).
There is an easy fix: Remove the stair and put a nice black carpet in its place. It looks the same and Sims will enter without sinking into the ground.

@alanmichael1 This is happening in the other lots that have a stair with one degree too. It really is a problem, before it was not so.

Ah okay, I see! The podium is just a normal single stair. This is indeed a problem. However, this bug is already several weeks old - I remarked it at the San Myshuno Karaoke Bar in May or June I think.
