Steps: How can we find the bug ourselves? It sometimes appears when the sim uses the toilet.
What happens when the bug occurs? A small fire and smoke appear under the toilet
What do you expect to see? Not fire and smoke when using the toilet.
Have you installed any customization with the game, e.g. Custom Content or Mods? Never used.
Did this issue appear after a specific patch or change you made to your system? Yes
Please describe the patch or change you made. Started happening after the June 3rd patch
Since the June 3rd patch I am sometimes observing this to happen:
A little fire appearing under the toilet when the sim is using it.
I haven't tested it with other toilets yet (this is the 'too cool for number two' toilet), but... I don't think this is right...

@MapleSimmer I can confirm this with my female sim... and I could see it from the floor beneath:
I'm on Mac, all packs, no Mods or CC ever.

This seems to be a potentially unwanted behavior from the Eco Living pack, specifically when not owned/installed, which is almost everybody at this moment.
Toilets have a 50% chance of burning when you complete the eco-living composting container upgrade and when you don't own an insect farm.
It looks like the composting container upgrade test assumes it as completed by default and you cannot own an insect farm yet. This results in burning toilets.
Perhaps that's a bug.

happened with my girl last night and thought i was going crazy lol. it goes away when flushed but is very strange

It also happens to both my male and female sims while living off the grid. NGL when I first saw it it was with the toilet that came with the Vampires pack. So I thought it was some sort of cool effect LOL
