What expansions, game packs, and stuff packs do you have installed? Everything apart from Journey to Batuu, My First Pet Stuff, Toddler Stuff, Bowling Night Stuff, Backyard Stuff and Kids Room Stuff.
Steps: How can we find the bug ourselves? Try to place an object in the rooms and also try to clone the flooring.
What happens when the bug occurs? The object doesn’t place in the room and the cloning tool doesn’t work on the flooring.
What do you expect to see? The object is supposed to be placed in the room and the cloning tool is supposed to clone the flooring.
Have you installed any customization with the game, e.g. Custom Content or Mods? Not now. I've removed them.
Did this issue appear after a specific patch or change you made to your system? Yes
Please describe the patch or change you made. When I installed Snowy Escape, I went into the 50x50 lot and started building there to notice these bugs.
I started a new save file, repaired the game and made a random sim only to notice the same thing happens. This seems to be related to the Hot Springs object interacting with adjacent rooms that are of a different elevation.
I've been able to replicate the bug with both Hot Springs objects. If the Hot Springs is placed next to a room/platform that is either higher or lower than the one it is placed on (I've tested both and got the same result), when trying to place an object in the adjacent room/platform, the object completely ignores the room as a valid location to be place. It "skirts" around the edges of the walls and tries to force placement within the walls, or in a room not adjacent to the Hot Springs and therefore not affected by the bug.
After deleting the Hot Springs, items become peaceable in the adjacent rooms/platforms again.
I've attached screenshots of item placement with and without the Hot Springs object present.
I also tested it with and without the rooms placed on foundations. The bug occurred in both situations.

I have the same problem and I have an other problem with the hot spring that might be related to this one: the hot spring can only be placed on limited spaces of a completely empty lot. It says on all other spaces of that same empty lot that there is an obtrusion.
