Steps: How can we find the bug ourselves? Enter a lot in build mode and draw a small basement room. Select a décor object (enlarge it a bit if it's small, in order to see the effects better) and place it within the basement room. Enable the bb.moveobjects cheat and place a same sized copy of the object in the basement but outside of the room (place it near the room in order to compare the two objects). Using 9 (or CTRL+9), elevate each object to a height where it is partially above the basement level.
What happens when the bug occurs? The object placed outside of the basement room receives full exterior lighting (even before it is elevated above the basement level), as if there were no ground cover above it. This matters because it also applies to the object placed within the basement room that is then elevated above ground level. Prior to the 6/2/16 patch, objects placed in this manner would be subject only to room lighting. Now, the part of them that extends above ground is being subjected to what seems like a weird combination of both room and outdoor lighting. This makes it very difficult for the builder to get the color right on an object they want to elevate. For example, in the image below, the object on the right, placed outside the basement room, is subject to full outdoor lighting. The object on the left was elevated from within a basement room and has a greyish hue with more shadows.
What do you expect to see? I would expect to see objects placed on the basement level receive no lighting except what is actually present on that level - objects placed outside of a basement room would be very dark and those placed within a basement room would be subject to that room's lighting. These conditions would apply even when the objects are elevated, as they did prior to the 6/2/16 patch.
Have you installed any customization with the game, e.g. Custom Content or Mods? Never used.

Here is an image, mentioned above, which shows the basement objects lighting and colors.  The object on the left was elevated from within a room.  The object on the right was elevated from the basement level (and placed there via bb.moveobjects).
