As of today with all current updates and using the repair on the EA app this fishing bug remains. I am on PC. You can "collect water" for eco living from the signs but not fish. I have tried making clubs, fish together, fish alone.. as others are saying.. you can fish from a boat, but that's the only way to my knowledge.

I am so tired of EA being lazy and greedy and repeatedly launching half-baked content that they have to immediately release a patch that is equally as half-baked as the content, so it fixes one thing while breaking two others.

The screenshots I'm sharing are from the Fishing Tournament that takes place every Saturday in Sulani at 12:00 pm sim time. I took screenshots from both with mods and mods turned off. Given that the game had the same issues regardless of the mods, I'll get the screenshots with the user interface while the game is modded.
Modded Test
The following screenshots are the modded versions while the Fishing Tournament was active. The Fishing Tournament causes a lot of sims to appear on lot and a lot of unplayed households as well as townies take part. This is helpful for finding the cause of the bug because it allows you to see how the townies are affected and increases the chances of identifying the bug. There are simply more opportunities to see the bug.
I was able to confirm that using the Mermadic Ability Aquatic Lure and Examine Water interaction from level 3 fishing work. Fishing, Fishing with Bait, Fishing with Others, and Angling for a big catch are all bugged though.
While the game was modded, I did notice sims that were not in the active household were fishing from boats. Again, the Fishing Tournament in Sulani tends to have many sims participating. It's entirely possible that I was able to get this screenshot specifically because of the Sulani Festival being active.
Whatever is affecting the active households is also affecting the non-active households.
UnModded Test
While mods were turned off, certain things became much more noticeable but were the same things that happened while the game had mods active. This will help me know what to look for when getting screenshots of the UI.
I arrived at Lagoon Look before the Fishing Tournament.
I had Stevie use the Aquatic Lure. I was trying to repeat the same things I did during the Modded Test.
When I had Stevie try to fish, that's when I had a very noticeable behavior that might be related to the bug.
It started with Stevie running away from the fishing spot.
And then he went into the ocean and started swimming.
Fortunately, Stevie is a merman and swims faster than a human sim. It at least saved time while waiting for him to get to his destination.
And where he went with the Fishing Sign in his que was kinda what I was expecting based on what I saw Caleb doing, but he did go farther than I expected him to.
I was trying to get screenshots with the UI here, but they didn't get captured. With the fishing sign in his action que, Stevie began fishing from the boat.
Clearly the fishing from the boat was working, but it was interesting to see that this is where the sim went when I directed them to fish from the fishing spot he swam away from.
When Sulani Festivals start, Ohan'Ali town changes. I watched for the behaviors Stevie displayed when other sims arrived to fish for the tournament.
Sure enough, Rio did what Caleb did during the modded test. Instead of fishing where the active fishing tournament spawned, he went to fish at the same boat Stevie went to.
Since Stevie couldn't go to that boat when I qued the fishing action again. He went to the boat he swam past.
It was hours into the Fishing Tournament and there was no one by the fishing sign. During the Fishing Tournament, 4 sims line up on the dock and fish. They actively run back and forth from this spot to the shack that sells bait. No one, not a single sim I created or randomly generated did anything here. I would assume that players will not be able to stop fishing poachers, because I do not think the Fishing Poachers will be able to fish on Mua Pel'Am either.
UI Test
I was able to get screenshots that include the UI so others can see everything I saw.
First thing that is difficult to share without UI is the Spearfishing at Mua Pel'Am and St. Taz. Both have the same glitch. You can spearfish, gain xp, but nothing you catch will appear in your inventory. I don't know if this is related but I don't think you can spear fish anywhwere else in the Sims 4.
Also, with the help of the UI, it's easier to show why I think this could be an issue with how sims move around the map. I only see this when a sim physically can't get to somewhere.
Sims can set traps to catch fish, but so far, I have not had them catch anything. Even after speeding up time.
I turned off mods to replicate screenshots of the UI during the unmodded test. Examining the water works, and the sims in Ohan'Ali Town will path to a boat to perform the fishing interaction. After multiple tests, they only path to a boat in Ohan'Ali Town, not Mua Pel'Am or St. Taz. It does appear that this bug is a little different depending on where your sim is in Sulani.
Given what I found, I went to a beach kiosk to buy a boat. I placed the kiosk on a beach lot I made in St. Taz. I tried to see if my sim would use the boat from the Kiosk to fish in St. Taz if he had it in his inventory. It didn't work.
The final test was going back to Ohan'Ali Town to see if what I tried to do in St. Taz would work there. It took a few tries, but it did end up working.
It worked after I moved Stevie all the way towards the fishing sign and then he pathed back to his boat to fish. This is a bit tedious because it requires having your sim walk or run pretty far to get them to fish this way.
Work Around that Should Work for all Players
The best advice I can give for getting around this bug in Sulani is to go to a beach kiosk, buy the boat, and then use it to fish from while sailing. I can do more tests to confirm it, but I'm pretty sure it should be possible to fish in Sulani from a boat if you have one in your sim's inventory. Until the bug gets fixed, this is my only work around I've found. If you go to Ohan'Ali Town to fish, your sim will path toward their boat or a boat in the open world.
On a plus note, the fish you catch are different in Sulani depending on how deep the water is when fishing from your boat. It could be an opportunity to explore that feature of Island Living while a patch for the bug is getting worked on.
Aside from getting screenshots of this bug and testing things out to find a work around, there isn't much more I can do. I hope this helps.

Mine is broken too since the last update. That last update broke a lot of things in the game and I feel like EA is just ignoring all the online forums complaining about issues like this

Same here. I hope it'll be resolved in the emergency patch coming up in a few days. :/ I just had to go and make fishing a huge part of my current gameplay. This is ridiculous!

Unfortunately, it is not fixed by the patch to version 1.108.349.1020 / PC (Aug 8, 2024).

I am having the same problem, in my case it was a BRAND NEW game, in Sulani, and kept on happening even after restarting my game and taking out my mods folder and repairing my game.
