[NEEDS INPUT] Fence End Posts Disappear

Steps: How can we find the bug ourselves? Draw a room. Place an adjoining flat (to function as a deck). Raise foundation to 2 or 3 notches up. Add stairs to the flat. Add stair railings. At ground level, add fencing on either side of the stairs that approaches but doesn't quite connect to them (see image 1). Save the lot to your library. Bulldoze the lot and replace it with the lot you just saved to your library. Note that the glitch only appears with foundation that is 2 or 3 notches up and when stair railings are placed.
What happens when the bug occurs? Fence end posts disappear (see image 2). In some cases, depending upon the lot, the end posts appear to be repositioned within the stair railing end posts and cause flickering.
What do you expect to see? Fence end posts should retain their position and remain visible.
Have you installed any customization with the game, e.g. Custom Content or Mods? Never used.
Did this issue appear after a specific patch or change you made to your system? Neutral/Not Sure
