This is a cosmetic issue, when sims progressing to (or having) a eureka, the lightbulb shows up temporarily with the Plumbob disappears temporarily until it is gone. Lately I started a scientist sim and discovered that the bulb and Plumbob would overlap for about five to ten sim-minuets.
