@1BlessedNonniI was afraid that might be the case, but unfortunately it still consumes the Influence Points no matter what neighborhood I'm in, so the game seems to think it's possible regardless. Not that I'm currently using them for anything since the NPCs voted in max NAPs and I cant repeal any of them, but even in their home neighborhood my sims are powerless to stop this. I have tried at least one other nap repeal to the same effect even though the nationwide "sharing is caring" act is giving me the most problems.
EDIT: Alright my game has also inexplicably started functioning normal again. No idea what changed.

When you mean neighborhood do you mean all of Evergreen Harbor or the little sub areas where each community center is placed within Evergreen Harbor? I too am having a problem getting anything repealed, I can click on the community voting board within that area and select what I want to repeal but then I get nothing after that. I really hope I don’t have to move my sim around to each little area to improve the city but that’s probably it since I could repeal in my little subdivision 😩

This is a neighbourhood:
Sims vote and repeal for NAP's in the neighbourhood where they live. I could send Penny Pizzazz, who lives in the neighbourhood Fashion District in San Myshuno, to neighbourhood Grim's Quarry in Evergreen Harbour, and Petion for Repeal on the Community Board in the Community Space there. Ten points were retracted and the notification of the repeal process starting came, but no repeal showed up in the tab for it:

In what neighbourhood does your sims live; and in which neighbourhood are they trying to repeal NAP's?
Can you load a household in the neighbourhood you want to repeal an action, and start the process there?

For full clarity, my sims, Hiccup and Astrid, live in Conifer Station in Evergreen Harbor. I had them purchase the Brindleton Pawspital in Brindleton Bay, where I first encountered the problem of sims stealing Vet equipment because it was part of a NAP that was in place, Sharing is Caring. (I also ended up firing an employee because they randomly started beating up my sims under another NAP for encouraged brawling, which I only mention as it made attempting signatures difficult when the sim I was talking to start a fight and cut off most of the Friendly options.) After consulting this thread, I had them open a new Clinic in Grims Quarry, got a little distracted building it, but opened it with the intention of having the employee I had hired sign the petition to repeal Sharing is Caring. So by this time, I'm in the same neighborhood, but I encounter the same problem, 10 influence points deducted, no repeal process started, and in the time I've been open, the very first patient I had lifted a bench from my waiting room, which I can't replace because I built the location before buying it and my sim doesn't meet the requirements to buy that bench. I close the location to avoid further losses, and attempt several more times to get signatures/start the repeal process just by lingering outside the closed store, "starting" the repeal process with my location's mailbox (again, no process actually starts, just 10 points deducted each time I try) and attempting to accost passerby for signatures on the assumption that it is merely the NAP interface that is glitching and that the process has actually started. Several attempts are made, hampered by the occasional brawl, but no option to ask for signature is ever found despite eventually resorting to pausing right after introducing myself to a new sim and scrolling through all friendly options. So I went back to play at Conifer Station, which is the only place where I had gotten the NAP repealed before the update because I misunderstood that the repeal didn't affect the whole neighborhood when I first played.
Again, none of this is a problem anymore, my repeals started working again and I managed to get Sharing Is Caring banned at the location in Grims Quarry with minimal losses to equipment, then had another Sim who lived in Brindleton repeal it there before opening again. I've no idea what created the problem in the first place or what solved it. However I feel like I was fairly thorough in trying the process in and out of neighborhoods, short of bulldozing my neighbor's house in Conifer Station to open a third clinic and voting the NAP back in to try and repeal it again.
Hope that helps clear things up. I could provide a save but considering I'm not getting the error in any neighborhood anymore I'm not sure how much help that would be at this point.

Sorry! I'm just now seeing this! I haven't had the issue again. My repeals have worked fine, but I'll let you know if it starts giving me trouble again.

Yes, each subdivision of Evergreen Harbor. I have separate households. So, I get one to where I want it and am satisfied with their autonomy, then I make another household and do the same for that sim (or sim family). It's tedious, but that's really the only way.
