[OPEN] 'Call Someone on the Phone' fulfilled when 'Chat with' is opened

I have noticed that the "Call Someone on the Phone" whim is fulfilled as soon as the "Chat with" dialog on the phone is opened. You don't actually need to call anyone, you get the points right away.

It's not a harmful bug, but it should still be fixed as it is actually a cheat -- it makes it way too easy to amass points for the Rewards Store, especially as it doesn't interrupt anything your sim is doing, just opening up the phone dialog and then closing it again.

Exploit/chat cheat still there. I admit, it's a temptation hard to resist. I make my sim complete the call anyway to keep it fair.

This has ALWAYS been the case for my game so I actually thought it was just supposed to work like that, haha.
