[OPEN] [CL] "Not expanded to Ops" when trying to build multilevel

I've just developed this bug. I'm trying to renovate the apartments in Zenview and I cannot place or remove internal walls or balustrades/fences. I have all expansions, game packs, and stuff packs and my game is fully up to date.

Since the update i am experiencing this. I have never had this happen before in 702 zenview

I deleted the staircases in both 701 and 702 Zenview apartment and IT WORKED! I guess the staircases touch each other through the wall so the bug occurs (?)

702 Zenview remains broken.  I cannot build walls anywhere inside the apartment.  I am not doing anything that would affect the exterior of the apartment and I do NOT want to bulldoze the entire thing.  I like the apartment AS IS, but I want to add a couple of walls in the larger rooms. I don't understand why after two years this still hasn't been fixed.

I can confirm that workaround given by  @RuuR00 is solving this problem. Delete the staircases in both 701 and 702 Zenview apartments!  The staircases touch each other through the wall so the bug occurs
