Since purchasing the game, I have been unable to build any rooms on the second level because every time I do, it would only show the walls but not the floors. In fact, the rooms built on the second level simply shows a gaping hole to the floor beneath based on the outline of each room built on the second floor. This seems to only be the case for apartments that you are unable to build entirely from scratch as in being able to replace the walls outside e.g. Landgraab apartments.

Are you using mods in your game ?  If so, please remove them

Could you start a fresh game for testing purposes to see if you also have that issue on a new one

 

 

EDIT: Tried this in my game and I think I know what you mean.

Adding something that seems related to this. 

 

I wanted to rebuild the apartment called ZenSation 702 in the party district, but the upper floor appeared to be locked.
It wasn't possible to place any type of flooring or carpeting except for on a small part of it. I couldn't draw the walls to meet the outer wall with the windows.
I bulldozed the lot before starting the rebuild. (This seems to be relevant to the issue, because just editing existing rooms is fine, according to other users on the forum.)

 

In this screen cap the zig-zag carpeting also shows where I ended up with a gaping hole/no floor.
I also placed two rugs on the floor. Please note that one of them (the right one) ended up with a faint pattern:

My work-around was to draw new rooms using the square tool, not the one for single walls. This meant I had to spend a lot of time deleting/moving unnecessary walls.

This is the first multi-floor apartment I have edited, so I don't know if this is a common issue for other similar lots.

I've been testing this, and the behavior applies to any multi-story apartment.  Upon bulldozing, some or all of the flooring (if there are no underlying structures like elevators or other apartment rooms) on the upper stories is deleted.  I think that given that these apartments are lots unto themselves, the behavior isn't too surprising.  Flooring can be redrawn by using the room tool or by placing pre-defined room shapes.  However, using the custom room tool or just drawing walls that connect will *not* replace the flooring, and this I would consider a bug, at least in the case of the custom room tool. 

 

Also, something else I noted while testing this is that you can draw in basements from upper stories.  I don't know if that will actually cause any problems, but I would think that the basement tools should be disabled on apartments.

Yes, I agree that this seems to be the problem. I was editing the Landgraab VIII apartment and it has a lot of odd angles, so the square walls tool is hopeless to use on it. And even when I thought I had covered everything, I ended up with tiny squares/triangles that couldn't be edited. 

 

ETA: Perhaps related to the ability to place basements is the fact that you can also place pools in any apartment, regardless of floor level.

@redranch91 as this issue is still present, would you mind editing your first post and filling out the new reporting template if you are still around?  I also wanted to note that they seemed to have fixed it so that you cannot draw a basement in an apartment now.

Thank you for this post.  I am having this issue after bulldozing an apartment at 702 Zen View. I hope placing some rooms will help the flooring.
