Yeah, I'm having this issue on my main save too. Tested without mods and it's still there.

I'm actually experiencing this also on non-apartment lots. 

My sims live in a normal house but the issue is still there.

I'll test it out right now.

 

Edit: I tested it out just now but it seems to be at random. Because it also happens when the cat is still awake.

You say it also happens if they are awake. Does that mean it also happen when they're NOT awake ?
