[BY DESIGN] [CD] Cats and Dogs cannot cross even the lowest Fences [ Edited ]

How often does the bug occur? Every time (100%)
What is your current game version number? n/a
What expansions, game packs, and stuff packs do you have installed? All
Steps: How can we find the bug ourselves? Draw a fence enclosure around a cat and/or dog. Use one of the low fences that sims can usually route over. I used "Fence for Window Shopping."
What happens when the bug occurs? The cat and/or dog will remain within the fenced area and will not cross over the fence (you can ensure that it's not just a matter of behavior by drawing the fence around them within a very tight space (if you catch the animal still, you can draw it on a 1x1).
What do you expect to see? Cats and dogs able to route over the same short fences that sims do.
Have you installed any customization with the game, e.g. Custom Content or Mods? Never used.
Did this issue appear after a specific patch or change you made to your system? Yes
Please describe the patch or change you made. New in the 11/7/17 patch.

Apparently it is by design that pets cannot cross the Smooth Keeper, due to severe clipping issues in certain situations with both large and small pets.

Not sure whether this is a bug or intended, but as of right now these low fences are the only way I could find to prevent cats and dogs from entering community lots such as nightclubs, bars, gyms, museums, etc. Love pets but in some areas their presence breaks immersion.

I heard this may have been fixed with a recent patch.  If anyone is still seeing this issue, please let me know.

@SimQARobo Yes and no, I'm afraid.  Pets can now cross Fence for Window Shopping but still cannot cross Smooth Keeper.

@SimQARobo How about the new Hazard Tape fence?  Neither pets nor sims can cross it...  Judging by the description, it seems like they should be able to: "Only those with an iron will have the mental fortitude to cross this mental fence line without ill effect, or at least a little apprehension."

There is a Hazard Tape Gate for the purposes of crossing the Hazard Tape.  The purpose of the Hazard Tape is to prevent Sims from crossing certain areas if you don't want them to.
