I have the same issue, with or without mods or MCCC. They can and will vaccumm downstair with no problem but unable to do so however I tried, even debugging etc to vaccum the upstair floor.

@hannywannymanny Are you playing a normal residential house or a tiny one ?

I am having this issue and my game generated a LE.

I have the same problem on my PC. The Sims vacuums the downstairs but won't vacuum upstairs. They just stand there. I tried restarting my game and even the next day it's the same. No Mods or CC.

I have the problem that i have a three story house and they will gladly vacuum first and second, but at the third floor they will go to the place i asked them to vacuum and complain about the floor being dirty and then do nothing. I have also tried with the handheld, with that they just cancel the interaction instantly and doesn't even go to the room.

I have the same exact issue and sometimes the dust will appear on a newly built floor (basically the floor is all of a sudden dirty with bunnies etc.), it is kinda disapointing that we have paid for a broken kit.

Be sure to check the vacuum doesn't need repairing. You do have to take it out of the inventory to find out.
