Not allowed to clear land

How often does the bug occur? Occasionally (10% - 49%)
Steps: How can we find the bug ourselves? I have made sure the game is up to date and improved my lifestyle rapidly.
What do you expect to see? I have missed a couple opportunities to clear land and make rooms. It was working and now it is not.

Can not clear land. I just went from lnovative Creative to On-Point Posh and it did not allow me to clear the spot of land. Any suggestions?

Thanks for replying to my other post! I replied over there as well.

But back to the issue here, I do think there is some sort of bug where land unlocks are not always triggering upon the appropriate Lifestyle upgrade.
