No more harvest possible in public gardens?

I'm not sure if it's a bug or just bad mojo: since "Get together" it's impossible for me to find anything useful in public gardens! Whenever my Sims arrive to get tomatoes, lemons etc. they encounter a public gardener who apparently already did the job and are adviced that there's nothing to harvest and to come back later. I'm searching for tomatoes for 3 weeks now! In the past it was much easier!

Level them up until you can take cuttings or look for wild plants (not sure if there's wild tomatoes) or try a seed package (not sure if tomatoes are in there).

I doubt this is a bug really.
