Summarize your bug Merciless Target applies a taunt-like effect against whole team, not just Vader. Occured in Galactic War. I was unable to get my Vader to be stunned/dazed in the subsequent battles, so I don't really know how often it occurs.
Steps: How can we find the bug ourselves? 1. Use Vader's zetad Merciless Massacre ability. 2. Have Vader get stunned or dazed (ie by attacking Count Dooku or Zeb with his basic) before all instances of Merciless Target expire (stun cancels out the bonus turn). 3. If another team member takes a turn before Vader is able to, the bug occurs.
