Needs decay when need decay is turned off

Which language are you playing the game in? English
How often does the bug occur? Often (50% - 99%)
What is your current game version number? 1.75.125.1030
What expansions, game packs, and stuff packs do you have installed? Everything except Dream Home Decorator, Journey to Batuu, Paranormal Stuff, and the kits.
Steps: How can we find the bug ourselves? Cheat to fill world or household needs then disable household or world needs decay. After playing for a while some needs will drop a little but slower than they otherwise would but to fast track the needs decaying make a sim exercise or work hard at school/work.
What happens when the bug occurs? Needs will continue to decay usually at a slower speed than they would otherwise, but I think hygiene goes down at the same speed it usually would if the sim exercises.
What do you expect to see? For needs to not decay when need decay is turned off.
Have you installed any customization with the game, e.g. Custom Content or Mods? Never used.
Did this issue appear after a specific patch or change you made to your system? No

This has been an issue for several years now but has gotten worse to the point that it's starting to ruin my enjoyment of the game.
