Steps: How can we find the bug ourselves? Set all scouts to amateur, and assign them to scout for any prospects for the whole season
What happens when the bug occurs? 32 Expansion team franchise mode year 18-19. Scouts only reported the potentials, attributes, and personalities of 22 prospects, none of which being above the "inaccurate" rating. All prospects scouted had their type and scout rank at the "accurate" level. Over 1200 prospects were scouted. 18 amateur scouts in all but the NLA and Rest of World regions. All scouts had at least an A- accuracy in their respective regions.
What do you expect to see? Far more than the potentials of 22 prospects.

Keep in mind, it is entirely possible that i'm just very confused about the scouting mechanism. I don't think that is so, but again, it's plausible.
