So I have run into this issue as well with my 3rd generation heir - nothing fixes it within the save file and I tried everything suggested throughout this thread.
However, when I saved my family to the library and moved them into a brand new save, my teen was able to age up with the cake and get the Young Adult aspirations and the character value traits along with the 'Graduate with Honors' trait.
Granted, this is not a good solution as it destroys the entire legacy save that I have been playing but it does seem to fix the issue. Will that continue to be the trend for the next teen that comes up ready to graduate? No idea, but it seems that any saves you were playing during the Lovestruck patch and all the hot fixes could possibly be affected with this bug.
For me, I have put too much time and effort into this save file to just throw it away so I will put it aside in the hopes that a true solution will be made available. Until then, I would be very cautious of any saves that you created during the Patch Apocalypse from Lovestruck.

I aged up my sim and it did not give me the option to add a new trait. The sim was aging up from a teen to young adult. I closed out of the game without saving and tried again and it still didnt work.

I confirm that the problem is the saves made after the July 23rd update.
I recovered a game saved before the update and by continuing to play without saving, the teenager gets the third trait and the diploma, but the diploma delivery event is not organized (perhaps because there was another event on the calendar that day).

What @Trinsion said totally worked for me. I couldn't get my teenage sim to age up properly until she graduated early. Then everything went totally perfect, as before. I suppose the main issue is with High School Years' graduation messing it up with the other age up mechanisms.

What expansions, game packs, and stuff packs do you have installed? All EP except LoveStruck, all GP except Batuu, all SPs, most kits (no Bust the Dust or any of the most recent 4-5 kits)
Steps: How can we find the bug ourselves? Age a Teen to a Young Adult when they have their character traits either in the positive or negative. Doesn't work during a birthday party or blowing on a birthday cake outside of a birthday party
What happens when the bug occurs? Teens will not gain the positive or negative traits for the character values even if they've reached the required level in their Simology panel.
What do you expect to see? Teens gain the appropriate traits based on what they've earned as a child/teen
Have you installed any customization with the game, e.g. Custom Content or Mods? Never used.
Did this issue appear after a specific patch or change you made to your system? Yes
Please describe the patch or change you made. It occurred after one of the July patches around Lovestruck. Not sure which one exactly.
Teens no longer get their character value traits nor do they get a 3rd trait when they become a young adult. There's already a thread for the 3rd trait but nothing on the character values issue.

Experiencing this same issue on my Mac after the most recent lovestruck updates…I have tried almost every way it feels to age up my teen sim (party, no party, move sim out, travel) etc and every time they blow out the candles, they age up but I am not able to select their aspiration, instead it keeps the teen aspiration they had before. I have High School years and I don’t get a notification that they graduated. Also, I have parenthood installed and none of the character trait values get added as permanent traits for my teen sims.

I have had this a couple times too. I was able to choose "graduate early" on the computer and THEN aged my sim up successfully. Hopefully this works for others too.
