Edit 2: I just had this happen a second time with another couple in the same save file. I turned off all the neighborhood stories for all household (played and un played). This is such a bummer since I really like the whole idea of neighborhood stories but don't want to use it if it messes with my own households
Your issue is with Neighbourhood Stories not working correctly. I made a bug report on it.

I wrote in that bug report thread on how to make Neighbourhood Stories obey your settings. On page two of that thread. Should fix your settings at least.
To remove the baby just let it starve.
I looked up your post on how you fixed this issue. However it did not work for me. I did it exactly how you described it in your post but I had the same thing happen to me as before where in my other played household (one that didn't have neighborhood stories enabled) one of my sims got pregnant without me doing anything.
I sent my save file to the Sims 4 team and they said that they would look into it.

You definitely have something else affecting your game than Neighbourhood Stories then if switching it off completely in your settings isn't stopping pregnancy. The other fresh new game I said to start was the one where you have it completely switched off in both game settings menu as well as world map, so if that other game still got random sims randomly pregnant this is not anything to do with Neighbourhood Stories.
Are you certain you don't have mods installed?

Yes I have never played with mods and have never even downloaded any mods or cc ever so it can't be that.
Edit: I have had neighborhood stories turned off ever since this whole issue came up and still my sims are getting pregnant without me playing them. So far I have had to delete at least 3 unwanted children. So I'm also starting to think it's something more than just neighborhood stories that's messing up my save. Honestly I've been thinking about just dumping the whole game for now (or at least until this gets fixed (if it ever does, I'm kinda doubting they'll do anything about this if I'm the only one having this issue, don't know if they'll even take a look at the file I sent them)). This is just really killing my joy of playing Sims 4.

I am having this exact same issue. The first time it happened, I thought that maybe I accidentally clicked "try for baby". But the second time it happened; I knew better! Hopefully (even though I doubt it), there will be some sort of update at some point so that this doesn't happen anymore. :/

I just had a sim that I do not play with anymore and is she in my other household which I do have neighborhood stories enabled. I popped in to set up my neighborhood and she is pregnant. Has no romantic relationships and doesn’t know anyone outside of her family. I do not have any gameplay mods installed.

Steps: How can we find the bug ourselves? Have two married female Sims , who are both set on 'get pregnant' and play with them. ( One of mine is a werewolf one isn't).
What happens when the bug occurs? My female Sims who can't get pregnant with eachother, get pregnant witheachother.
What do you expect to see? Them not getting pregnangt ramdomly, when its not even possible.

My female Sims keep getting pregnant with eachothers babys, even though they can't. I now have 3 kids and one on the way. the first time it happened i was in the world making over townies ( neighborhood stories off), came back to them both were pregnant with eachothers babys. Now it happend again. Followed teenage Sim to school came back home to mom pregant in the first trimester. Mom knows no Sims that could inpregnante her. She only knows family or teens and all kids Show up as hers and her wifes. and it just keeps happening. This is the first time this happened to me with a family it activley played. I've seen it habben in same sex family with neighboorhood stories on that i didn't play with. this happening in an active family was after the last update , this happening to townies was after the introduction of neighboorhood stories.
